New Boundation Imposed By Department for Environment Food and Rural Affairs (DEFRA)

DEFRADepartment for Environment Food and Rural Affairs (DEFRA) to impose tighter emissions limits on wood waste burners. This started with a revision of PG 1/12 ‘Statutory Guidance for Part B Combustion of Waste Wood in Appliances Over 0.4 MW’ in 2011, whereby permissible emissions limits for new plant were significantly reduced.

 

At this time, the British Furniture Confederation (BFC) met with DEFRA and negotiated a two year postponement of changes to emissions limits for existing plant subject to the production of an industry report on the current status of wood waste appliances within the furniture sector.

 

The Furniture Industry Research Association (FIRA), with input from the British Furniture Manufacturers Association (BFM) and burner manufacturers, has now produced this report and following an industry consultation has submitted it to DEFRA.

In terms of particulate emissions, the most recent version of PG 1/12 states that new plant must not exceed 60 mg/m3. However, the report makes it clear that if this limit were applied to existing plant (current limits are 200 mg/m3) then most appliances would be incapable of complying, without significant investment in new filtration systems.

 

 

It is inevitable that Government will seek to reduce particulate, and oxides of carbon and nitrogen, emissions as it has internationally agreed commitments in relation to certain pollutants. However, it is important that these changes are proportionate and don’t have a massive negative impact on the competitiveness of UK manufacturers.

 

The report aims to provide an objective summary of the current status of, and issues relating to, wood waste boilers in the furniture sector and is anticipated to prompt further consultations with DEFRA.
